Trump Signs Order
to Block Your
Mail Ballot
A new executive order signed today could prevent millions of Americans from receiving mail ballots ahead of the November 2026 midterms — here’s what it means for you.
Trump’s New Executive Order, Explained
On March 31, 2026, President Trump signed a new executive order targeting mail-in and absentee voting ahead of the November midterm elections. The order is being framed by the White House as an “election integrity” measure — but voting rights experts, Democratic officials, and constitutional scholars are calling it what it really is: an unconstitutional attempt to suppress the vote.
What This Order Does
- 1 Directs the Department of Homeland Security and the Social Security Administration to compile a federal “State Citizenship List” of verified voters in each state
- 2 Orders the U.S. Postal Service to send mail ballots ONLY to individuals on this approved federal list
- 3 Requires new secure ballot envelopes with bar codes tracked by USPS
- 4 Directs the Attorney General to investigate and prosecute anyone accused of sending ballots to ineligible voters
- 5 Threatens to withhold federal funds from states that don’t comply
This Affects Millions of Texans
Mail voting isn’t just a Democratic issue. In 2024, 26% of Republican voters cast their ballots by mail. Seniors, people with disabilities, military families, and working parents rely on mail voting across party lines. Restricting it doesn’t just hurt Democrats — it hurts everyone.
In Texas specifically, mail voting already requires a valid excuse — you must be 65 or older, have a disability or illness, or be traveling on Election Day. But this federal order adds a whole new layer: even if you qualify, you could be blocked if you’re not on the federal government’s approved list.
The president has no power to direct the creation of any of these lists or to restrict the delivery of mail ballots to any given list.

Courts Are Already on Our Side
Trump’s first election executive order, signed in March 2025, was blocked by federal courts who ruled the president lacks the constitutional authority to rewrite election law. Election experts say this order faces the same legal fate.
Article I, Section 4 of the U.S. Constitution gives states and Congress — not the president — the power to make laws governing elections.
Multiple lawsuits are already being filed tonight by voting rights organizations. Democratic attorneys general across the country have pledged to take legal action.
